Biography

Commissioner

Joseph Hooks

Joseph Hooks joined the City of Seattle in September of 2007 as the newest member of the cities Office of Intergovernmental Relations Team (OIR). OIR is responsible for promoting the interests of the City of Seattle with local, regional, state, federal and international governments. Through its leadership in these areas, OIR pursues legislative priorities of the Mayor and the City Council and promotes the policies and goals of Seattle's city government.

Prior to joining the city Joseph served as executive staff for May Snowden, VP of Global Diversity & Inclusion for Starbucks Coffee Company. Under May's leadership, Mr. Hooks was responsible for coordinating the company’s efforts to complete a Human Rights Policy and language (the first of any U.S. Retailer).

Before his two year stint with Starbucks, Joseph served as staff for two esteemed members of the Washington State Congressional Delegation for over 5 years. His work under both U.S. Representative Adam Smith from the 9th Congressional District, and U.S Representative Norm Dicks of the 6th Congressional District gave this native of Tacoma his open door into the political arena.

Mr. Hooks received his undergraduate degree in Public Administration from "The Evergreen State College" in 2004. Currently Commissioner Hooks is serving his 2nd term on the Commission and to date is the youngest Commissioner to ever serve this Commission (appointed at the age of 24).
